Either the inlet valve is letting water past when it has been told to stop, or the level sensing is under-reading and the machine keeps asking for more. A valve that does not close fully will keep filling a machine that is switched off, which is why this one should not be left for a convenient day. Foam confuses the level sensing badly enough to produce this on a perfectly healthy machine, so detergent is worth eliminating first.

On the appliance's own display. Samsung reports errors two ways: machines with a digital display show a code, and the same machines without one blink their cycle lights instead. A code that has been reset is information a technician no longer has.
What to do about it
- Switch the water off at the taps if the drum is filling with the machine idle. That is the one version of this code that will not wait.
- Run an empty cycle with no detergent and see whether it repeats.
- Check what has been going in: too much detergent, or a non-HE detergent, produces foam that reads as water.
- If it repeats on a clean empty cycle, the inlet valve or the pressure sensing is the visit.
