Reseat and dry the burner
A cap a millimeter off its seat will click forever. A burner put back damp does the same until it dries out.

One burner or all of them
One is that burner's igniter or wiring. All of them is the spark module or the supply, and that is a different repair.

Measure the current the igniter draws
On a gas oven the valve opens on current rather than on brightness. An igniter that glows perfectly and no longer draws enough is the classic, and it is measured with a clamp meter rather than judged by eye.
