    Filter first, because it is first

    A filter well past its interval restricts flow long before it stops it, and it is the cheapest thing on the list.

    Seat the cartridge properly and flush the line

    Several liters through the dispenser in stages. New media sheds carbon fines and holds air, and both produce exactly the symptoms people call about.

    Look for a frozen line in the door

    On a through-the-door dispenser the tube runs where it can freeze if the compartment has drifted. A dispenser that works in the afternoon and not first thing is this.

    Test the inlet valve

    Measured, with the supply proved first. A valve is a part; a shut-off that is only part open is not.
